What is the strongest symbiote ever?
The son of Carnage, Toxin, was believed to be the most powerful symbiote ever created. The raw power of Toxin was so great that he was feared even by the King in Black, Knull, creator and leader of the symbiotes.
The first and most well-known symbiote is Venom, who originally attached itself to Spider-Man during the 1985 Secret Wars miniseries. After Spider-Man rejected it upon discovering its true evil nature, the symbiote bonded with his rival, Eddie Brock, with whom it first became Venom.

According to symbiote biology it would be The All-Black, also known as The Necrosword. Due to being the first symbiote knull ever made, it's already weak as it is, only granting the basic suit and itself as a weapon.
Who is stronger Venom or Riot?
Furthermore, Riot was more equipped for battle and proved to be stronger than Venom every step of the way. It wasn't until Eddie Brock and his symbiote combined their willpower to trick Riot that they secured their victory.
The bond between the Carnage symbiote and Kasady was stronger than the bond between Brock and the Venom symbiote. Cletus Kasady was also a serial killer and thought of as insane. As a result, Carnage is far more violent, powerful, and deadly than Venom.
Could Riot beat Carnage? Riot doesn't have any feats nearly as impressive as that crazy tornado attack or smashing all those cars like Carnage was in Venom: Let There be Carnage. Venom himself said that Red symbiotes are especially tough, so I think that Carnage would take the win.
